ARTICLE 14

NATIONAL EXECUTIVE COUNCIL
1. (a) There shall be a National Executive Council (NEC).
The National Executive Council hereinbefore and hereinafter referred to as the Council or NEC, as constituted, is the governing body of the Association and shall have full powers to act on its behalf in the period between the
Annual Delegates' Meetings in accordance with the provisions of the Constitution of the
Association unless otherwise stated herein in this Constitution.
(b) Composition of Council:
(i) All the National Officers of the Association as in Article 12 (1) above.
(ii) The Chairman and the Secretary of each State branch.
(iii) Immediate Past President of the Association.
(iv) Immediate Past Secretary-General of the Association.
(v) One Representative of each affiliated
Organization as defined in Article 7 (8) (f).
(vi) Chairmen of Standing Committees provided the Chairman of the NDC shall not be a member.
(vii) Chairmen of Ad Hoc Committees or bodies shall be co-opted as provided for in 14(5).
(viii) The President or Secretary-General of the Confederation of African Medical Associations and Societies (CAMAS) or his representative, if both or either of them is/are Nigerian(s).
(ix) Chairman or Registrar of the Medical and Dental Council of Nigeria (MDCN).
(x) President or Registrar of the National Post Graduate Medical College of Nigeria (NPMC).
(xi) President or Secretary-General of the Commonwealth Medical Association (CMA) or his representative if either or both of them is/are a Nigerian(s).
(xii) The President or Secretary-General of the World Medical Association(WMA) or his representative if either or both of them is/are a Nigerian(s).
(xiii) Assistant Secretaries-General shall be non-voting co-opted members of NEC.
2. (a) The Council may co-opt any member to any of its deliberations, but such a member shall have no vote.
(b) The NEC shall have power to co-opt one representative of a professional group as an observer at no cost to the Association provided this shall be supported by 2/3 majority of members present at a NEC meeting.
The NEC shall have power to revoke this privilege at any time without giving any reason. This shall be supported by 2/3 majority of members present at a meeting of NEC.
3. Council shall have the power to appoint a legal practitioner(s) on an honorarium to advise on all
legal matters.
4. In pursuance of Article 3 of this Constitution, NEC shall have power to make bye-laws to regulate its own functions but it shall make recommendations to the ADM in respect of general applicability to the whole Association.
5. The NEC shall have power to appoint ad-hoc
committees/bodies. The tenure of such ad-hoc
committee/bodies shall last two years, but if such committees/bodies are not reconstituted within two years, they shall stand dissolved after 30 months of their existence. Members shall be subject to unlimi-ted re-appointments. The terms of reference and the life span of each ad-hoc body shall be determined by Council.
6. (a) NEC shall have power to propose a Standing Committee by a 2/3 majority to an ADM. The committee shall be approved by 2/3 majority of delegates present at the ADM.
(b) No proposed Standing Committee shall function as such before the ratification of the ADM.
(c) Every member of a Standing Committee shall serve for two years subject to renewal at the discretion of NEC unless otherwise stated herein in this Constitution.
(d) The number of Standing Committees, the Chairmen of which are not National Officers, shall not be more than ten.
7. Unless otherwise stated herein in this Constitution, a decision of a committee, Task-force, NDC or any Ad-hoc body of the NEC shall be of no effect until it is confirmed by NEC.
