ARTICLE 19

FINANCE

1. (a) Annual Practising Fees By Decree No. 23 of 1988 (Act, CAP 221 Laws of the Federation), the Association is entitled to 70% of the Annual Practising Fees paid by all practising medical doctors and dentists, provided the Association shall also be entitled to any percentage review brought about by an amendment(s) to the said Decree No. 23 (Act, CAP 221 Laws of the Federation).
(b) Special levies and/or subscription may be recommended from time to time as necessary, by a decision of NEC subject to the ratification of the Delegates' Meeting.
(c) A State branch shall normally be entitled to 50% of the Association's fraction of the total practising fees collected from members of the branch. Members of a State branch shall be interpreted to mean members who are employed or who run a practice in the State provided no member shall belong to more than one branch at the same time.

2. BANKING

Money belonging to the Association shall be deposited by the National Treasurer in a duly licensed Bank in Nigeria or abroad in accordance with the directive of the Council. All cheques drawn on the Association's bank account shall be signed by any two of the following THREE Officers of the Association unless otherwise stated in this Constitution.

The National Treasurer

3. CONFERENCE ACCOUNT

The NEC shall approve 4 signatories to the Conference Account of the Association. Three of these signatories shall be as in 19(2) above with the Chairman of Conference Organising Committee being the fourth. Any three of the four shall be eligible to sign on behalf of the Association provided the Chairman shall be one of them. 4. (a) NMJ ACCOUNT

The signatories to the NMJ Account shall be:
(i) The President
(ii) The Secretary-General
(iii) The National Treasurer
(iv) The Editor.
(b) Any three of the above can sign provided the Editor shall be one the signatories.

5. PROJECT ACCOUNT
The NEC shall approve three signatories to the account of any project which the Association serves as an Institutional Base. In this case, all three shall sign together. One of the signatories shall be a serving or past National Officer who is a bonafide member of the Association. The other two signatories shall be recommended by the project co-ordinator(s), director(s) or manager(s) for the approval of NEC. The project account shall be physically separated from the accounts of the Association.
